Main reasons why these states ban billboard advertisements is there is a ban in tobacco advertisement in US of A and most of the billboards were advertising either alcohol or tobacco.

The law of the Oregon court, first proposed in 1971, states that a billboard cannot contain anything that is not available from the company, without prior permission from the state council. For example, a restaurant can put up a board about its new recipes and discounts, but cannot post anything that advertises a sports shop in the next street without the state permissions.
